Corps comes back from difficult year
Article Abstract:
The US Army Corps of Engineers ended 1995 with an optimistic feeling that it will be able to solve its personnel and budget problems. The Corps hopes that the nomination of H. Martin Lancaster as assistant secretary of the Army for civil works will result in the needed clout over staffing and budget matters. Restructuring and downsizing is also seen by some as a way to make the Corps more efficient in performing and managing engineering and other technical functions.

Sustainable growth: administration pursues `livability agenda.'
Article Abstract:
The administration of Pres Bill Clinton plans to promote its sustainable economic growth with its comprehensive livability initiative. The initiative will assist state and local governments to provide communities with resources aimed toward environmental preservation and promotion of 'smart growth' strategies. The initiative is included in Clinton's budget request for fiscal year 2000 which will promote the livability programs through different investments.
